Program Background

Program History

The Illinois Bar Foundation administers the Illinois JusticeCorps program; which places volunteers, who are often in college or recent college graduates, in courthouses to help people without lawyers navigate the judicial system. In 2009, JusticeCorps was established as a pilot program in Cook. The program became an AmeriCorps program in 2012 starting out by operating in Cook and McLean Counties by The Chicago Bar Foundation and the Illinois Supreme Court Commission on Access to Justice. JusticeCorps has subsequently proven to be a valuable program to help unrepresented litigants obtain the assistance they need to address vital civil legal problems. The program currently operates in 13 courthouses representing 11 counties throughout Illinois. The program is made possible by AmeriCorps funding from the Serve Illinois Commission and the Corporation on National and Community Service and additional support from the Illinois Supreme Court Commission on Access to Justice, the Illinois Bar Foundation and The Chicago Bar Foundation.

The IBF oversees JusticeCorps statewide while continuing to partner with The Chicago Bar Foundation in Cook County and with the assistance of the Commission. Through JusticeCorps, specially trained members serve as guides to make the courts more welcoming and less intimidating for people without lawyers. Illinois JusticeCorps members receive extensive training, including thorough and ongoing training on how to provide legal information, how each courthouse operates, and how to address the many needs and challenges of self-represented litigants. JusticeCorps volunteers are familiar with the legal aid resources available in each courthouse and community to provide appropriate referrals to those who need legal advice or full representation.
