A Safe Place: Lake County Crisis Center
Located in Zion-Serving Northern Cook County, Lake and McHenry Counties
It is the mission of A Safe Place to be the leading advocate for eliminating domestic violence in northern Illinois. A Safe Place will receive funding to support the legal advocacy services provided through their agency’s programs. This includes education and information on the legal rights of domestic violence victims provided through the residential and non-residential programs, as well as the agency’s 24-hour crisis line. Funding will support the activities provided by the courthouse advocacy program, which provides assistance with obtaining orders of protection on-site at the 19th Circuit Courthouse.

Access Living of Metropolitan Chicago

Access Living of Metropolitan Chicago provides peer-oriented Independent Living Services, public education, awareness, and development, individual and systematic advocacy, and enforcement of civil rights on behalf of people with disabilities. This year, the IBF will support their Legal Services Department and its commitment to enforcing the rights of people with disabilities. To do this, their staff provides direct representation, educates people with disabilities about their legal rights, engages in public policy advocacy aimed at affirmatively furthering fair housing, and utilizes systemic impact litigation to protect the rights of low-income Chicagoans with disabilities.

Alternatives for the Older Adults
Located in Moline- Serving Rock Island, Mercer, Warren, Henderson, McDonough, Knox, Henry, Bureau, Putnam, & LaSalle Counties
Alternatives for Older Adult’s mission is to promote the independence and quality of life for older adults and their families. Their objectives are to assist individuals to stay safely in their homes; protect victims of elder abuse, neglect, exploitation, from further abuse, neglect, or exploitation; resolve nursing home resident concerns or issues; assist "at risk" seniors to stabilize finances; support caregivers to maintain healthy lifestyles; and continue positive impact from contact with Bridges Senior Center. Alternatives for Older Adults’ will receive funding to support their Legal Advocacy for Senior Victims project; which will provide a year of paid legal consultation and advocacy for victims of elder abuse in the ten counties they serve.

Apna Ghar

Apna Ghar, Inc. (Our Home) provides holistic services to women and children across immigrant communities in the Chicagoland area to end the cycle of domestic violence. This year, Apna Ghar will receive funding for their Legal Advocacy Services for domestic violence survivors. This grant will support their legal advocates as they guide residential and non-residential clients through the US legal system by helping them gain access to available remedies and obtain legal representation though an in-house legal clinic and partnerships with area legal aid agencies and volunteer attorneys.

Cabrini Green Legal Aid

Cabrini Green Legal Aid’s mission is to answer God’s call to seek justice and mercy for those living in poverty by providing legal services that strengthen lives, families, and communities. Cabrini Green will be receiving funding to support their Criminal Records Program, which is a statewide leading program that provides a critical, unique service to thousands of Cook County residents while simultaneously engaging the private bar in meaningful pro-bono opportunities and educating ex-offenders, service providers, and employers of their rights and responsibilities related to criminal records.

CARPLS Legal Aid

CARPLS is an innovative legal aid service that offers an immediate response to the everyday legal problems confronting low-income residents of Cook County. Clients with more complex needs are referred by CARPLS to a network of specialized legal and social service providers. This year, CARPLS will receive funding for their Legal Aid Hotline and court-based Advise Desks; which give low-income clients direct access to experienced attorneys who are trained to quickly assess and respond to a wide range of civil legal problems.

Center for Disability and Elder Law

The Center for Disability & Elder Law (CDEL) is a legal service organization which provides legal services, pro bono, to the most vulnerable yet underrepresented residents of Cook County. The Center for Disability & Elder Law will receive funding for general operating funds to continue to represent eligible clients on a range of civil legal matters including; the Senior Center Power of Attorney Initiative (SCI); the Senior Tax Opportunity Program (STOP), administered in conjunction with the Office of the Cook County Assessor and the Office of the Cook County Treasurer; the Pro Se Adult Guardianship Help Desk, a self-help program administered in conjunction with the Cook County Circuit Court, its Probate Division and the Office of the Circuit Court Clerk-Probate Division; and four Suburban Legal Assistance Clinics (SLAC).

In a safe and nurturing environment, Center on Halsted serves as a catalyst for the lesbian, gay, bisexual, and transgender community that links and provides community resources and enriches life experiences. This year, Center on Halsted will receive funding for their Legal Program, which consists of: the Legal Clinic, offered once a week, that links community members to pro bono attorneys consultation and referrals; Legal Seminars, comprised of informative workshops on various topics; Access to on-line legal resources; and the Anti-Violence Project crisis line volunteer training on legal resources for victims of violence.

Chicago Legal Advocacy for Incarcerated Mothers

Chicago Legal Advocacy for Incarcerated Mothers (CLAIM) provides legal and educational services to maintain the bond between imprisoned mothers and their children. CLAIM advocates for policies and programs that benefit families of mothers with criminal histories and reduce incarceration of women and girls. CLAIM will receive support to fund legal aid and educational services on family law to incarcerated mothers through their On-Site Services program. They provide legal aid to women in jails and correctional centers throughout Illinois including: Cook County Jail, Fox Valley Adult Correctional Center, Metropolitan Correctional Center, Dwight, Lincoln, and Decatur Correctional Centers, and other federal correctional institutes.

Chicago Volunteer Legal Services

Chicago Volunteer Legal Services’ (CVLS) mission is to provide pro bono representation to persons who have meritorious legal claims or defenses but cannot afford legal counsel. To accomplish that mission, they provide professional and comprehensive support to the caring, dedicated pro bono attorneys who serve their clients. CVLS will receive funding to help pay the salary of a staff attorney for their Chancery Court Access to Justice Program, which accepts appointments from the Chancery Court to represent low-income individuals in mortgage foreclosure and related property cases. In addition, the appointments include clients challenging subsidized housing evictions and other governmental administrative appeals.

DePaul University College of Law Asylum & Immigration Law Clinic

Through the DePaul Legal Clinic, faculty and students contribute to the community beyond the university by fulfilling fundamental societal needs. The Asylum and Immigration Law Clinic has two components: 1) Asylum Training and Representation; and 2) a Legal Resource Project for Immigrant Service Providers (LRP) to meet their legal assistance needs, develop resources to improve staff skills and knowledge, and increase legal service capacity. This year, the DePaul Asylum & Immigration Law Clinic will receive funding to enable the clinic to build on its Legal Resource Project (LRP) for Immigration Service Providers in the interest of serving low-income immigrants and refugees throughout northeastern Illinois.

Domestic Violence Legal Clinic

Domestic Violence Legal Clinic (DVLC) is a civil legal service agency focusing on the practice of family law, with a specialization in domestic violence. DVLC, formerly known as Pro Bono Advocates, has a long history of providing legal services to survivors of domestic violence and residents of Cook County. DVLC’s service delivery, conducted in partnership with the Circuit Court of Cook County, the Cook County State’s Attorney’s Office, and the Clerk of the Circuit Court, is an on-site, court-based program providing immediate services at no expense to survivors and their families in the Cook County Domestic Violence Courthouse.

Equality Illinois Education Project

The mission of the Equality Illinois Education Project (EIEP) is to secure, protect, and defend equal rights for lesbian, gay, bisexual, and transgender (LGBT) people in Illinois. This year, Equality Illinois will receive funding for their Knowledge = Power Campaign. This campaign’s mission is twofold: 1) to engage LGBT individuals- an underserved population – educate them on their rights, protections, and responsibilities under the law and empower them to claim their equality, thus giving them the tools to champion full LGBT inclusion and equality; and 2) to engage and educate LGBT allies as well as the general community that is not generally supportive of LGBT equality and fundamentally change hearts and minds about the natural equality of LGBT people.

Equip for Equality

The mission of Equip for Equality (EFE) is to advance the human and civil rights of children and adults with physical and mental disabilities in Illinois. Equip for Equality will receive funding for their Special Education Clinic, a comprehensive statewide legal assistance service for Illinois parents seeking appropriate special education supports for their children with disabilities. Among the services and components of the Clinic, are: access to an array of one-on-one legal representation and advocacy assistance complemented by a pro bono network, a special education Helpline where parents can receive advice over the phone, self-advocacy educational training seminars, and materials and resources via the web.

Family Defense Center

The Family Defense Center’s (FDC) mission is to advocate for justice for families in the child welfare system. Through the legal assistance and support they provide to families facing DCFS involvement, the FDC prevents the devastation which results from parents being stripped of their rights and children being needlessly torn from their families. The Family Defense Center will receive funding for their Mothers’ Defense Project; which is a key component of the their overall legal services program for low-income families. This groundbreaking program provides direct legal services to wrongfully accused mothers at risk of losing their children to the child welfare/ foster care system because of gender biased practices in the system.

Family Rescue
Located in Chicago- Serving Chicagoland
For 30 years, Family Rescue has been dedicated to eliminating domestic violence in the Chicago community by providing comprehensive support services and shelter to victims of domestic violence, particularly abused women and their children; engaging in advocacy to promote future system change; and encouraging prevention through community education. This year, Family Rescue will receive funding to support their Court Advocacy Program (CAP). The CAP supports a victim’s attempt to end a violent relationship by gaining access to the criminal justice system, and acting on behalf of victims and their children, ensuring their safety and rights are protected under the Illinois Domestic Violence Act.

Illinois Coalition for Equal Justice

The mission of the Illinois Coalition for Equal Justice is to improve access to justice for lower income people. To achieve this goal, the Coalition works collaboratively with other groups to publicize and develop online legal self-help centers throughout Illinois, with a principal emphasis on areas outside Chicago. Since 2007, working collaboratively with Illinois Legal Aid Online and local judges, circuit clerks, attorneys, legal aid organizations, and others has established 74 new legal self-help centers in Illinois.

Illinois Equal Justice Foundation

The Illinois Equal Justice Foundation “was created to equitably distribute the state appropriation for civil legal services to non-profit legal aid providers across the state.” This year, the Illinois Equal Justice Foundation will receive funding for their Equal Justice Illinois Campaign. This campaign seeks funding to support its “public education campaign to maintain the state appropriation for legal aid.” This campaign is collaboration between the IBF, the ISBA, the Chicago Bar Foundation, the Chicago Bar Association, and the Lawyers Trust Fund of Illinois.

The mission of the Immigration Project is to provide immigration legal services to residents of Central and Southern Illinois. The agency’s clients are low-income immigrants, U.S. citizen relatives and employers, as well as state agencies, health care organizations, schools, churches, and social service workers who work with or provide services for immigrants. This year, Immigration Project will receive funding for their regional immigration information clinics. These clinics provide free individualized assessment and counseling for immigrants, their U.S. citizen relatives and employers in Central and Southern Illinois.

Land of Lincoln Legal Assistance Foundation

The Land of Lincoln Legal Assistance Foundation’s mission is to provide low-income and senior residents of central and southern Illinois with high quality civil legal services in order to obtain and maintain their basic human needs. Land of Lincoln will receive support for their Homelessness Prevention Project in their Northern Regional Office located in Springfield. This office provides services to low-income residents of Cass, Christian, Logan, Macon, Mason, Menard, Morgan, Sangamon, Scott, and Shelby counties. This project focuses on two distinct areas of preventing homelessness: enabling homeowners in danger of foreclosure keep their homes, and protecting the rights of tenants in rental properties.

Lawndale Christian Legal Center

The mission of the Lawndale Christian Legal Center (LCLC) is to walk marginalized and disadvantaged youth 24 years-old and under from North Lawndale through- and away from- the criminal justice system to become good citizens and leaders of their community. This year, LCLC will receive funding to support their costs of providing wholistic legal representation to youth. LCLC uniquely provides zealous advocacy from the moment a youth is arrested through any post-sentencing hearings, including hearings before the Prisoner Review Board (PRB) and for alleged violations of probation. LCLC also represents youth before the Chicago Public School Board during school expulsion hearings.

Lawyers Committee for Better Housing

The Lawyers’ Committee for Better Housing (LCBH) aids in the preservation of safe, decent, and accessible affordable rental housing, promotes the rights of tenants to that housing on a non-discriminatory basis through education, outreach, supportive services, advocacy, and legal representation. LCBH will receive funding for their Tenants in Foreclosure Intervention Project (TFIP), which works to ensure that the laws protecting tenants are upheld throughout the foreclosure process, advocates for the housing stability of its clients, provides information to tenants regarding their rights during foreclosure, and aids in the preservation of affordable housing throughout Chicago.

Legal Aid Society of the Metropolitan Family Services

The Legal Aid Society of Metropolitan Family Services’ (LAS) mission is to protect and strengthen families by providing equal access to justice for the most vulnerable citizens, including those who are improvised, the elderly, and victims of domestic violence. This year, Metropolitan Family Services will receive support to strengthen the newly established Self-Help Web Center at the Markham courthouse in south suburban Cook County. The center will expand its hours of operation with the goal of becoming available every day of the week. With this funding, the Web Center will provide increased access to web-based instructions and self-help materials developed and managed by Illinois Legal Aid Online (ILAO).

Life Span
Located in Chicago-Serving North and Northwest Suburbs of Cook County
Life Span was created in 1978 to address domestic violence issues in the north and northwest suburbs and provide victims with counseling and, as of 1990, legal services as well. This year funding will go toward supporting Life Span’s Legal Services in Des Plaines, Illinois. This position provides free legal services to domestic violence victims in the north and northwest suburbs of Chicago. This attorney works in both the Rolling Meadows and Skokie courthouses, providing both criminal court advocacy and civil legal services. This person assists victims in obtaining civil orders of protection and provides legal representation in family law cases.

Midwest Center on Law and the Deaf

Midwest Center on Law and the Deaf’s (MCLD) mission is to promote and protect the constitutional, civil, and other legal rights of deaf and hard of hearing persons and MCLD believes that education is paramount to accomplishing this. The mission of the Prairie State Legal Services (PSLS) is to provide or coordinate the delivery of high quality legal services to low-income individuals, families, and groups. This years funding will support a Volunteer Lawyer Program Coordinator in the Rockford office; which serves a six-county area. The Volunteer Lawyer Program Coordinator focuses on helping low-income persons with a variety of important legal problems through the involvement of community attorneys on a pro bono basis.

Public Interest Law Initiative

Public Interest Law Initiative’s (PILI) mission is to cultivate a lifelong commitment to public interest law among law students, lawyers, and legal professionals at every stage in their career. PILI will receive funding to expand their Pro Bono Initiative program throughout Illinois, increasing and enhancing pro bono across the state to better meet the legal needs of low-income individuals and families. This support will allow PILI to continue and grow a variety of state-wide efforts to involve more law students, lawyers, and legal professionals in pro bono work, and to equip more pro bono programs and pro bono leaders with the tools they need to increase their own effectiveness.

Riverview Center’s mission is to create a community free of violence through free, comprehensive support services for survivors of domestic and sexual violence and their violence prevention education programming. Riverview Center will receive funding for legal assistance for survivors of domestic violence. This funding will help their clients take advantage of the opportunities afforded to them through the Order of Protection process, including asking for child and spousal support, retaining or awarding physical and personal property, and the ability to enter petitioner contempt charges at Order of Protection violation hearings.

The Chicago Lighthouse for People who are Blind or Visually Impaired is committed to providing the highest quality of education, clinic, vocational, and rehabilitation services for children, youth, and adults who are blind or visually impaired, including deaf-blind and multi-disabled. This year, Chicago Lighthouse will receive funding to support general operating funds of their Kane Legal Clinic. The Kane Legal Clinic is the first and only legal clinic exclusively serving those who are blind or visually impaired at no cost. It provides pro bono guidance assistance and referrals to low-income blind or visually impaired people throughout Chicago, the Cook County area, and Illinois.

The Parent Place

The Parent Place is a grassroots child abuse prevention agency that was formed in 1974 in Springfield, IL. Their mission of “teaching positive parenting” is accomplished through classes, support groups, walk-in services, telephone crisis management, mediation, legal advocacy, and their Diaper Pantry. This year, The Parent Place will receive funding to support their Family Mediation Project. This project will provide the opportunity for low-income Central Illinois families to participate in family mediation at no cost resulting in a mutually agreeable parenting plan for their minor children.

The mission of the Violence Prevention Center of Southwestern Illinois (VPC) is to work for the elimination of domestic violence in individual lives and society as a whole. VPC will receive funding for their Legal Advocacy Program. The project will address the needs of victims of domestic violence by offering these victims the tools necessary to find legal remedy under the Illinois Domestic Violence Act.
FY12 Grant Award: $7,000 to support their Legal Advocacy Program.
